Overview

This online seminar provides a more detailed look at the legislation relating to Disabled Facilities Grants (DFG) and a review of the policy issues in this field.

Course purpose

To deepen the understanding of those who already have some knowledge of these issues, whether as a front-line practitioner or as someone in a management or oversight role in this area

Course content

The course will cover:
  • Who provides DFG to those “placed” by a social services authority
  • What are “landlord’s applications and when should they be used
  • What time limits apply to the DFG process
  • Which types of works are legal
  • When should applications be refused and on what grounds
  • Reviewing approvals and/or recovering grant
  • What is the “Islington case” and is it of any significance
  • Designing a discretionary scheme
  • The future of DFG

Participants are welcome to raise problems that they have experienced in practice.

Course objectives

By the end of this course participants will have:
  • A deeper understanding of the legislative and policy background
  • Be aware of the legal and administrative requirements around statutory DFG
  • Understand the role of discretionary policies
  • Have a good understanding of current policy issues within this field, including, in England, the Better Care Fund

Course delivery

The course will be delivered using the Zoom platform. Although you can download and run the Zoom application, you can simply run Zoom in a browser window if you wish. There will be:
  • On screen powerpoint presentation
  • Short “polls” to confirm understanding
  • Open discussion
Attendees will also be provided with a .PDF Course Text comprising the powerpoint presentation combined with extensive course notes. This will be emailed to the attendees prior to the event.

Course structure

The course will be delivered by a 1 x 2 hour long session.

Who this course is for:

The course is suitable for those who want an overview or survey of these areas of policy and administration, either as front-line practitioners or as managers.

Who this course is NOT for:

Anyone new to disabled facilities grants. Those wishing an introduction to the means-test should attend the “Means-testing for Disabled Facilities Grants – Online Introductory Course”. Those who want a simple overview of the legal and policy issues should first undertake our introductory course on these topics. The course will be of little or no benefit to those who have already attended Ferret’s whole day DFG Law and Policy course.

Who will deliver the course

The course tutor will be our experienced trainer and consultant Clive Martin. Clive offers a humorous and often irreverent approach to what could be seen as a rather dry subject.
